Homeless Services
Services supporting those experiencing homelessness assist them to achieve positive change in their lives and reduce the use of both homeless services, emergency room, and other welfare services. ODMHSAS believes that everyone has a different path out of homelessness, and we are mindful of their personal journey.
ODMHSAS funds, both directly and through collaborative grant efforts, special programs that provide those experiencing homelessness services and supports.
Continuum of Care (CoC)
A Continuum of Care (CoC) is a regional or local planning body that coordinates housing and services funding for homeless families and individuals. CoCs are tasked with organizing and delivering housing and services to meet the specific needs of people who are homeless from the moment they enter the doors of the first service provider and as they move to stable housing and maximum self-sufficiency. Housing for Homeless
In partnership with HUD’s continuum of care network in Oklahoma, we offer three housing assistance programs for those who meet HUD’s definition of chronically homeless.

Projects for Assistance in Transition from Homelessness (PATH)
Projects for Assistance in Transition and Homelessness (PATH) programs located in McAlester, Oklahoma City, Tahlequah, and Tulsa provide assertive outreach and engagement services to people with serious mental illness experiencing homelessness.

SSI/SSDI Outreach, Access, Recovery (SOAR)
SSI/SSDI Outreach, Access, Recovery (SOAR) is a national program designed to increase access to the disability income benefit programs administered by the Social Security Administration (SSA) for eligible adults who are experiencing or at risk of homelessness and have a mental illness, medical impairment, and/or a co-occurring substance use disorder. It is important to note that we recognize that getting on benefits, especially young adults, leads to a lifetime of poverty so we couple this with assertive engagement when the time is right to encourage these individuals to return to work as it is possible even when receiving these supports.

Other Resources
The Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) funds Behavioral Health Case Management services within all designated Community Mental Health Centers (CMHC). These services are available to assist people who are homeless and have a mental illness with accessing needed treatment and support services. In addition, ODMHSAS funds specialized Case Management services for homeless individuals at the Tulsa Day Center for the Homeless.
