The Division of Child Care submits a state plan to the Administration of Children and Families in accordance with Section 418 of Title IV-A of the Social Security Act as amended by Title VI of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996, P.L. 104-193, for mandatory matching funds. Discretionary funds are subject to the requirements of the Child Care and Development Block Grant Act of 1990 as amended by Title VI of PRWORA of 1996, P.L. 104-193. • 1

1. (a) The CCDF is to ensure families have access to affordable quality child care.
(b) A minimum of 70% of funds must be spent on direct services to Temporary Assistance for Needy Families (TANF) and low-income families.
(c) A maximum of 5% of total funds may be spent to carry out administrative activities.
(d) A minimum of 4% of funds is spent on activities to improve the quality of care, such as, training, compensation, resource and referral programs, grants or loans to assist in meeting state and local standards, and monitoring of compliance with licensing requirements.
