Behavioral Health Case Management
Behavioral Health Case Management is a process that includes planned linkage, advocacy and referral assistance provided in partnership with a consumer, family members, law enforcement personnel, community agencies and other supports as defined by the consumer. An ODMHSAS Certified Behavioral Health Case Manager works with the consumer and their identified supports, in accordance with a treatment plan developed with and approved by the recipient and qualified staff to reach the consumer's goals to remain successful in their recovery.

Steps to Certification
There are two levels for Behavioral Health Case Management Certification in Oklahoma as detailed below and in the Chapter 50 Standards and Criteria Administrative Rules:
Certified Behavioral Health Case Manager I Criteria:
- 60 college credit hours; or
- a high school diploma, or equivalent, from a regionally accredited institution recognized by the United States Department of Education with a total of 36 months of direct, documented experience working with persons who live with mental illness and/or substance abuse issues.
Certified Behavioral Health Case Manager II Criteria:
- A Bachelor's or Master's degree in Education or a behavioral health related field earned from a regionally accredited college or university recognized by the United States Department of Education (USDE); or
- A current license as a registered nurse in the State of Oklahoma with experience in behavioral health care; or
- A Bachelor's or Master's degree in any field earned from a regionally accredited college or university recognized by the USDE accompanied by a current certification for Certified Psychiatric Rehabilitation Practitioner or Certified Child and Family Resiliency Practitioner from the United States Psychiatric Rehabilitation Association (USPRA); or
- A Bachelor's or Master's degree in any field that shows proof of active progression toward obtaining a clinical licensure at the master's or doctoral degree level. The degree must be granted from a regionally accredited college or university recognized by the USDE.
To complete the Behavioral Health Case Management Certification you MUST be employed by an agency that is certified by the Oklahoma Health Care Authority or ODMHSAS to provide Case Management Services. These requirements are also outlined in the Chapter 50 Standards and Criteria Administrative Rules.

Certification Renewal Timeline
To renew your Behavioral Health Case Management Certification, you will use the ODMHSAS Access Control system, the same system used to apply for BHCM certification. Renewal applications will be accepted starting January 1 of each year for all Case Manager I and Case Manager II renewals. If you do not complete your renewal by June 30 of each year, your certification will be suspended and you cannot bill for case management services.
If your certification is suspended, you will have until December 1 to catch up and complete your renewal process. An additional $25 late fee will be added to your $15 Renewal fee if submitted after June 30 or if your renewal is not complete and approved before June 30. If you do not meet all requirements for your renewal on or before December 30 deadline, your certification is terminated. You must wait (60) days before you can re-apply to become Case Management certified again.
Recertification via Access Control
All applicants must use Access Control to begin the renewal processes. You will use your existing Access Control account. Do no create another account as this will only delay processing of your renewal. If you need help accessing your account, you can contact the ODMHSAS Help Desk at 405-248-9000 and dial 0.
Once logged into Access Control, you will click the "Registration" icon and select "Behavioral Health Case Management". Click "Advance to Registration" at the bottom of the screen. Applicants will then review their personal information to ensure accuracy. BHCM Certification requires all blank fields to be filled and will not advance to certification renewal if any fields are left blank.
After reviewing each tab, the very last tab is your CEU tab. If you do not see your CEU tab, please contact the ODMHSAS Help Desk or Ramona Gregory by email at Ramona.Gregory@odmhsas.org. Once you have access to the CEU tab, this is where you will enter your 12 hours (3 Ethics CEU's, 3 Strength's Based CEU's and 6 general CEU's) of CEU's for your Renewal. All CEU's must be dated between July 1 through June 30th to qualify. Once an applicant has reviewed and/or updated all information, they are able to submit this information. Applicants are not required to send a copy of CEU Certificates unless the Renewal Summary Form notifies them to do so.
After the applicant has submitted all information with the BHCM online renewal process, the Renewal Summary Form will be displayed on the screen. You must print off this form. If there is a note that read "You have been randomly selected to send in the documentation of all listed CEUs, you must send copies of each CEU Training indicated in with this Renewal Application" that indicated you have been randomly selected to submit CEU documentation for verification. All applicants must sign their Renewal Summary Form and pay the online Renewal Fee via Access Control (ODMHSAS employees are exempt from renewal fees).
Applicants must email the following documents to Ramona.Gregory@odmhsas.org:
- Renewal Summary Form.
- CEU documents (if randomly selected as noted by your Renewal Summary Form).
- Completed Verification of Employment Form.
- Receipt of online payment (screenshot of Access control receipt of payment).
If an applicant is no longer employed by a "qualifying" agency, their Renewal will not be approved. If a Renewal is not received by the June 30 deadline, the certification is expired and cannot be used to bill for case management.
Once we receive your renewal application, if everything is in order, you will receive an email notifying you that your certificate is available to print out at your convenience. You will see a "Print Certificate" button available to you in the Registration module of Access Control. Make sure your popup blocker is turned off, click on Print Certificate and your certificate will appear to print off. If your renewal is incomplete, you will receive an email notifying you of any changes that need to be made before we can approve it. Please make the needed changes and reply to our email that you have made the necessary corrections so we can review your application again.

Yes. However, this will not be available until after your reapplication (existing CM IIs) or initial application (new CM II applicants) has been approved by ODMHSAS.
ODMHSAS is currently setting up the training schedules. These will be posted on the ODMHSAS website. However, this will not be available until you complete the web-based training and receive approval from ODMHSAS.
On July 1, 2013, CMIII’s will no longer be required to be certified through ODMHSAS. If you are a Licensed Behavioral Health Professional, under supervision for your license, or a CADC, you are no longer required to submit an application, attend training, take the exam or renew your certification. You will now be able to provide CM services pursuant to their licensure without certification through ODMHSAS.
If you have completed a qualifying bachelor’s degree and want to be upgraded to a CM II, you will need to submit a Reapplication (REAPP) to Case Management based on Chapter 50 Standards and Criteria for Certified Behavioral Health Case Managers changes effective October 2018. All CM I’s who want to be upgraded to a CM II will need to pay the $15.00 reapplication/recertification fee. Please follow the Steps to Certification CM I Upgrade instructions.
