Health Policy, Planning & Partnerships
The OSDH Health Policy, Planning & Partnerships (HP3) department is responsible for several core functions of the agency including the rules promulgation processes and policy submission processes, implementation of newly adopted legislative mandates, partnering and mobilizing communities, monitoring and assessing health status, and in turn educating and empowering the public about these issues. HP3 works to carry out or facilitate the Core Functions of Public Health and 10 Essential Public Health Services, and advance the goals of the Oklahoma State Health Improvement Plan (SHIP).
Health Planning Team
The Health Policy Team, found within the Health Policy, Planning & Partnerships division, helps lead agency legislation implementation and coordinates agency policy priorities. The Health Policy team works closely with the agency’s Government Affairs team to ensure timely compliance with laws, rules, and other legislative requests.

Minority Health and Health Equity
The OMHHE is committed to collaborating with federal, tribal, state and community partners to ensure that all Oklahomans have the opportunity to attain the best possible health by advancing health equity, eliminating health disparities, increasing cultural competency and strengthening healthcare infrastructure.
Preventive Health and Health Services Block Grant (PHHSBG)
The Centers for Disease Control and Prevention (CDC), PHHS Block Grant allows OSDH to address our own unique challenges with innovative and community-driven methods. OSDH is designated as the principal state agency for the allocation and administration of the PHHSBG within the state of Oklahoma.
Office of Primary Care
The Office of Primary Care works to improve access to services for underserved populations, especially those who remain at increased risk of illness and premature death. The office supports and enhances health systems programming to optimize effectiveness and eliminate health disparities.
Tribal Liaison
The Office of Tribal Liaison seeks to demonstrate a respect for sovereignty and advocate for tribal nations while fostering inclusive partnerships using sound public health practices to achieve tribal-state synergy for optimal holistic health for all Oklahomans.
