About Surplus

Oklahoma Surplus is a unit of the Capital Assets Management division within the Office Of Management and Enterprise Services (OMES). The Surplus team assists customers, including state agencies, by providing services and guidance in property reutilization and disposal.

The State Surplus program handles items ranging from computers to cars. An online auction format is used through GovDeals.

The Federal Surplus program offers excess federal government equipment and supplies to tax-supported agencies and nonprofit education/health agencies. Federal Surplus handles items such as clothing, tools, generators, shop supplies, medical equipment and vehicles.

The Law Enforcement Support Office (LESO) is a 1033 program available for law enforcement agencies across the state to utilize. It allows these agencies to gain access to weapons, vehicles and other equipment they normally wouldn't have access to or wouldn't be able to afford. Law enforcement agencies in the LESO program have access to federal government excess property before it becomes available to the agencies signed up in the Federal Surplus program.

Mission

The primary mission of Oklahoma Surplus is the identification, redistribution and disposal of state personal property (not real estate) to state and local governments, eligible nonprofits and the public. The team also serves as the State Agency for Surplus Property [SASP] for the federal property disposal programs.

Goals

The goals of Oklahoma Surplus are:

  • Reusing surplus property, rather than buying new, saves taxdollars by extending the life of property.
  • Identifying and supplying support for efficient and cost-effective sales methods such as online auctions.
  • Assisting agencies with end-of-life property disposal.

Communication Standards

OMES Capital Assets Management (CAM) understands the value and importance of staying informed. As you are aware, we have made many improvements in the way we do business and will continue to strive for excellence in all we do. With many improvements and announcements forthcoming, we want to keep you, our customers, informed throughout the year.

Therefore, CAM will utilize a minimum of three of the following methods to socialize these improvements going forward:

CAM Newsletter – distributed on the fourth Wednesday of each month.

Listening sessions – will be regularly scheduled, plus an additional session when an impactful improvement is made.

Email announcements – when revisions are made to processes.

Collaboration with OMES Account Managers – through the improvement cycle, who will assist your agency.

Doing Business with CAM – annual training and information sessions focusing on CAP services and operations.
