First Access

The State of Oklahoma is proud to offer First Access registration to Oklahoma nonprofits, school districts and governmental entities. A First Access account allows the opportunity to purchase State Surplus items before they are made available at auction to the general public.

Those who qualify for participation must first register as a GovDeals buyer and then request to join First Access. In order to become a member and purchase surplus items, a user must first demonstrate their organization qualifies as a governmental entity, school district or nonprofit entity as defined by 74 O.S. § 62.3-C.

NOTE: Most items will be available on First Access between four to eight weeks with the exception of vehicles, which will be available for about two weeks.

  1. Visit www.govdeals.com/surplusok
  2. Select Buyer Registration in the upper right.
  3. Complete the buyer registration form.
  4. Your username and temporary password will be emailed to you in two separate emails.
  5. Sign in using your temporary password – you will then be required to change the password.
  1. Log in to your GovDeals account.
  2. Select the following link: State of Oklahoma – First Access.
  3. Scroll down and select Subscribe in the lower right (refer to the image below).
  4. State Surplus will be notified of your interest and will email you to determine if your organization qualifies for First Access.
  5. You will receive a final email notification once you have been approved to join First Access.

State Surplus does not accept cash or personal checks, debit or credit cards. Follow the guidance below for accepted payment types based on your organization.

Nonprofits:

  • Organization check.
  • Organization debit or credit card.

Counties, towns, municipalities and law enforcement agencies:

  • Purchase order.
  • Organization check.
  • Organization credit card.

State agencies:

  • Purchase order.
  • P-card.
