TOP Goals & Performance-Informed Budgeting
What’s new in Oklahoma?
Performance metrics will inform how we budget, spend, and make decisions about resources. Performance-Informed Budgeting harnesses the existing structure of government and aligns it to priorities and metrics. State leadership can apply resources where they are needed most and track successes and areas in need of improvement. The result is an even more transparent, efficient, and accountable state government making performance-informed decisions.

How it Works
State agencies align their budgets and expenditures to established statewide programs. Oklahoma’s statewide programs are priorities and focus areas for change such as “Maternal and Infant Health” and “Traffic Safety and Impaired Driving.” Statewide programs are then aligned to performance measures. By aligning financial information and performance to statewide programs, dollars spent and progress made can be seen in the same place at the same time.
Each statewide program on TOP has a dashboard with both performance and financial information under the 5 TOP Goals of Health, Education, Safety, Economy, and Government.
Responsible Government
Oklahoma’s TOP Goals and Performance-Informed Budgeting practices allow agencies to strategically align budget and actual spend to identified priorities. TOP Goals aligned to statewide programs mean budget and expenditure decisions can be made based on the needs of the state, with proven outcomes at the forefront of the discussion.
GovDashboard
The Governor’s Dashboard (GovDashboard) is a collection of real-time government performance metrics tracking Oklahoma’s progress in relation to other states. The GovDashboard tracks quarter-over-quarter and year-over-year changes, metric’s rankings, Top Ten threshold, and US average per metric.
Government Efficiency
Governor Stitt continues to challenge the state to increase government efficiency as measured through the work of each agency across finance, human capital, relationships, and business processes.
Coronavirus Aid, Relief, and Economic Security (CARES) Act
On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security (CARES) Act, a package of stimulus funds that established the Coronavirus Relief Fund (CRF) program was signed into law. CRF provides state governments with an apportioned amount of federal funding to support public services impacted or adjusting to the presence of COVID-19. This site provides a transparent view into how Oklahoma utilized its CRF funding.
American Rescue Plan Act (ARPA)
In addition to funding households, small businesses and schools, the American Rescue Plan Act (ARPA) provides relief funds to state, local, and tribal governments that have been negatively impacted by the coronavirus pandemic. These funds can be used by governments to respond to the public health and economic emergency, provide premium pay to essential workers, replace revenue lost due to the pandemic, and make necessary investments in water, sewer, and broadband infrastructure.
The shared vision for Oklahoma’s ARPA funds is to make strategic investments that will benefit future generations while improving services for all Oklahomans today. This site is continuing to be built out and will show a transparent view into how Oklahoma utilizes its ARPA funding.
