Deleterious Permits
What is a Deleterious Substance Transport Permit (DSTP)? A Deleterious Substance Transport Permit (DSTP) is a permit required for transporting deleterious substances. A DSTP is required in addition to other requirements, such as intrastate authority and/or UCR registration.
Who must obtain a Deleterious Substance Transport Permit? Carriers transporting deleterious substances in any quantity over 20 gallons, whether in intrastate or interstate commerce, must hold a current DSTP.
What is the term of the Deleterious Substance Transport Permit? The term of the Deleterious Substance Transport Permit is 1 year. It must be renewed annually.
How do you obtain a Deleterious Substance Transport Permit? To obtain a Deleterious Substance Transport Permit, you must complete the Application for a Deleterious Substance Transport Permit.
What is the cost? The cost for a Deleterious Substance Transport Permit is $350 annually.
What are the insurance requirements? If you already have an intrastate motor carrier license, you should already have liability insurance on file, so you don't need to show any further proof of insurance. If you do not have an intrastate motor carrier license, you must file proof of liability insurance in accordance with OAC 165:30-3-11.
What other requirements are there?
- You must have an active USDOT Number.
- You must show proof of access to a licensed disposal site for deleterious substances.
- You may need an intrastate motor carrier license and, if you are planning to engage in interstate transportation, you must register through the UCR program.
- If you intend to store deleterious substances in a truck yard wash pit, you must also obtain a Truck Yard Wash Pit Permit.
- If you intend to apply drilling fluids and/or other deleterious substances for soil farming purposes, you must also obtain a permit from the Oklahoma Corporation Commission's Oil and Gas Division.
