What is an Alliance for Uniform Hazmat Transportation Procedures Permit? An Alliance for Uniform Hazmat Transportation Procedures Permit (commonly called an "Alliance Permit") is a permit allowing commercial motor vehicle carriers to transport hazardous material and/or hazardous waste in interstate or intrastate commerce in four (4) participating Alliance states.
Who must obtain an Alliance Permit?
Hazardous Waste Only
If you are a transporter of hazardous waste of such a type and in such an amount as to require a Uniform Hazardous Waste Manifest, (pursuant to 49 CFR Part 262), and you plan to transport this hazardous waste in interstate or intrastate commerce, you must obtain an Alliance Permit. In addition, you must satisfy all other intrastate and interstate requirements.

Hazardous Material Only
If you are a transporter of hazardous material only, you do not need a special permit in Oklahoma, but you may need one in other states in which you operate or through which you pass. You must contact other states not participating in the Alliance directly for information relating to their requirements.
If you are planning to transport hazardous material in interstate or intrastate commerce through or in states belonging to the Alliance, and if the hazardous material is of a type or in an amount requiring a placard on the transport vehicle, (pursuant to 49 CFR Part 172.500 et. seq.), you must obtain an Alliance Permit. In addition, you must satisfy all other intrastate and interstate requirements.
Which states participate in the Alliance? The following states participate in the Alliance for Uniform Hazmat Transportation Procedures ("the Alliance").

In what area may the holder of an Alliance Permit operate? The Alliance Permit allows you to operate in the Alliance states.
How do you obtain an Alliance Permit? The Alliance website provides an on-line application form. The on-line application form performs automatic calculations and allows for electronic funds processing.
What is the filing fee? Please see OAC 165:30-17-15 for the current Oklahoma filing fees. Since a portion of the fee is based on mileage, you will need to have your most current IRP (apportioned vehicle registration) mileage calculations handy. Some states assess an additional fee for hazardous materials transportation. The additional amount will be calculated when you use the on-line form. If you are using the manual form, you will be invoiced for the additional fee.
What is the process for obtaining an Alliance Permit? You begin by applying for an Alliance Permit. The Oklahoma Corporation Commission will forward your completed application to other Alliance states to obtain their approval, if that is required. As part of the process for obtaining an Alliance Permit, you will undergo a Permit Review.
Which state will serve as your Alliance base state?
Hazardous Waste
If you transport hazardous waste and are based in an Alliance base state, that state will serve as your base state. If you are not based in an Alliance base state, the Alliance state where you incur the most hazardous waste mileage will serve as your base state.
Hazardous Materials, but not Hazardous Waste
If you transport hazardous materials, but not hazardous waste, and are based in an Alliance state that regulates hazardous materials, that state will serve as your base state. If you transport hazardous materials, but not hazardous waste, and are not based in an Alliance state that regulates hazardous materials, the Alliance state that regulates hazardous materials and in which you incur the most hazardous materials mileage will serve as your base state.
What is the term of an Alliance Permit? After you receive your initial permit and registration, you must renew your registration annually. Every third year, when you renew your registration, you will once again undergo a Permit Review.
Do you receive a credential? Yes. A copy of that credential must be carried in each vehicle transporting hazardous waste or materials.
What other requirements are there?
- You must have an active USDOT Number.
- If you are transporting in intrastate commerce in Oklahoma, you must obtain and maintain an intrastate license.
- If you are operating in interstate commerce, you must be in compliance with federal laws and regulations and be registered under the UCR program.
- You may need to file an annual registration statement with the US Department of Transportation.
- If you are transporting hazardous waste, you must have an EPA number issued by your base state environmental agency. While the Corporation Commission issues hazardous waste transporter credentials, the Oklahoma Department of Environmental Quality regulates many other aspects of hazardous waste handling and storage.
